C&SD will conduct the Small-scale Test Survey of the 2026 Population Census from 1 April to 31 July 2025 to test the questionnaire design and operational arrangement.
The related Government Notice No. 1645 was published on 21 March 2025 in the Government of the Hong Kong Special Administrative Region Gazette.
Upon receiving the notification letter, households can complete the online questionnaire or call the Census Hotline 18 2026 to complete telephone interview. Census officers will visit households not yet responded to assist them in providing the required data through a face-to-face interview.
The Small-scale Test Survey will also cover persons staying in hotels/guesthouses. They will be invited to complete the questionnaire.
