The Census and Statistics Department is conducting a consultation on amendments to the Hong Kong Harmonized System (HKHS) to be implemented as from 1 January 2026. If you have any suggestions on the amendments to the HKHS, please complete the proforma and return it to us by post, fax or email no later than 14 May 2025.
The HKHS is the commodity classification system adopted in Hong Kong for trade declaration on imports and exports of goods. External merchandise trade statistics of Hong Kong are also compiled based on this commodity classification system. The HKHS adopts the Harmonized Commodity Description and Coding System (HS) by the World Customs Organization (WCO) with local adaptions for more detailed commodity breakdowns. It is updated annually to align with changes in the HS suggested by the WCO and to meet the needs of Hong Kong, taking into account such factors as the practicality in adopting the classification for declaration purpose and the requirement of trade statistics users.

The amendments to the existing HKHS will be finalised and released later this year, to take effect from 1 January 2026.
