The Census and Statistics Department (C&SD) maintains a 'List of Contractors for Conducting Statistical Surveys' (hereafter referred to as the List). The List is not a formally recommended/approved list of contractors. Its purpose is to serve as a handy reference for government departments/bureaux in inviting prospective contractors to submit proposals for projects relating to the contracting out of statistical surveys.

Application for inclusion in the List

1.  Any firm may apply for inclusion in the List if:
   1. it provides services relating to the conduct of statistical surveys; and
   2. it is a company possessing a valid Business Registration Certificate issued by the Commissioner of Inland Revenue where applicable.


2. Any firm not currently on the List but wishing to be considered for inclusion may apply by completing the application form ( PDF format  (185KB) or DOC format  90KB) and returning it together with the required documents by mail to :

3. C&SD will vet the applications based on the information provided by the applicants, in accordance with the following criteria:
   1. Validity of the Business Registration Certificate possessed;
   2. Relevance of nature of business to the conduct of statistical surveys;
   3. Qualifications of full-time key functional personnel; and
   4. No known records of contract default, poor contract performance, bankruptcy and involvement in business fraud or unethical practice in the past twelve months.
   
   Subject to confirmation of their credentials, those firms that are found acceptable will be included in the List. Continued inclusions in the List are subject to regular review and will depend on the firms' demonstrated ability to offer competitive proposals and on their performance in connection with the contracts to which they have been awarded^{(Note 1)}. 
    
4. C&SD reserves the right to review the status of a firm as a contractor on the List in the light of any new information that may affect such status.

1. C&SD may remove a contractor with poor performance track record from the List for a specific period of time (i.e. the delisting period) under such circumstances as the contractor has committed serious faults in conducting the survey (e.g. inappropriate acts causing grave implication for data quality or failing to comply fully with the service requirements leading to termination of contract by the user department/bureau). Any contractor having been delisted can apply for re-inclusion upon expiry of the delisting period. C&SD will consider the application in accordance with the criteria stated in paragraph 3 above.
