Abstract
As part of the criminal justice system, the Correctional Services Department (CSD) of Hong Kong detains and manages offenders committed to its custody by the courts.

Various types of correctional institutions are established for the secure custody and rehabilitation of offenders. They include prison, reception centre, drug addiction treatment centre, training centre, detention centre (for male only), rehabilitation centre, psychiatric centre, institution with multiple roles and half-way house.

This article gives a brief account of some basic characteristics of the penal population under the custody of CSD and their historical changes over the past 20 years, i.e. from 1982 to 2002.
