Post Enumeration Survey of 2016 Population By-census to start soon

     The Census and Statistics Department (C&SD) will conduct a Post Enumeration Survey from August 16 to September 30 to evaluate the accuracy of the data collected in the 2016 Population By-census, which was completed on August 2. 

     The conduct of the survey follows standard international practices for evaluating census/by-census results. The C&SD will draw a random sample of about 1 800 quarters and arrange for census officers to visit them to collect some basic information about the persons living there via face-to-face interview. 

     The C&SD will mail letters in advance to the sampled quarters that have clearly identifiable postal addresses, informing them of the survey arrangements. As for those without clearly identifiable postal addresses, the notification letters will be delivered directly by census officers when they visit them.

     The census officers will carry a Government Identity Card and a certificate issued by the C&SD for conducting the survey. Households are reminded to check carefully the identity of the census officers before admitting them to their premises.

     The survey is being conducted as a voluntary statistical survey under Part IIIA of the Census and Statistics Ordinance (Cap. 316). In accordance with the Ordinance, all data collected from the survey regarding individual persons and households will be kept in strict confidence and used for statistical purposes only. The C&SD is legally prohibited from allowing access to such information by any other government departments, organisations or unauthorised persons. All completed questionnaires will be destroyed within 12 months after the commencement of the survey.

     For enquiries about the survey or the identity of census officers, members of the public may contact the C&SD on 18 2016. The service hours of the hotline will be from 9am to 10pm during the period from August 16 to September 30 (Mondays to Fridays, excluding public holidays).
