Under the national accounting framework for compiling the Gross Domestic Product (GDP) statistics, government consumption expenditure measures the current expenditure incurred by general government on both individual consumption goods and services and collective consumption services. Based on the international statistical guideline of the “Classification of the Functions of Government”, the Census and Statistics Department compiles analytical data breakdowns of government consumption expenditure by social and economic function. Previously, only the aggregate of government consumption expenditure was compiled as one of the expenditure components of GDP.
This article highlights the national accounting classification for government consumption expenditure by social and economic function. It also provides an analysis of the distribution and trends of government consumption expenditure by social and economic function over the period of 2000 to 2004.
